The Biden administration plans to spend up to $6 billion on new technologies to cut carbon dioxide emissions from heavy industries like steel, cement, chemicals and aluminum, which are all enormous contributors to global warming but which have so far been incredibly difficult to clean up. Energy Secretary Jennifer Granholm said Monday that her agency would partially fund 33 different projects in 20 states to test methods for curbing emissions from a wide variety of factories and industrial plants, calling it “the single largest industrial decarbonization investment in American history.”Constellium, an aluminum producer, would receive up to $75 million to build a first-of-a-kind aluminum casting plant in Ravenswood, W.Va., that can run on cleaner burning hydrogen fuels rather than natural gas. Kraft Heinz, a food manufacturer, would get up to $170.9 million to install electric boilers and heat pumps at 10 facilities across the country, where they would be used to generate the large amounts of heat needed for things like drying macaroni without directly burning fossil fuels.

(AP) — Cleveland-Cliffs announced Thursday that it is shutting down a northern West Virginia tin production facility indefinitely and plans to lay off 900 workers after the International Trade Commission voted against imposing tariffs on tin imports. The trade commission also voted to stop a duty investigation into tin products shipped from South Korea. Cleveland-Cliffs said it will offer either severance packages or opportunities for workers in Weirton to be relocated to its other facilities. The trade commission ruling was shocking and made it “impossible for us to viably produce tinplate.”Goncalves added that the trade commission’s decision “is a travesty for America, middle-class jobs, and our critical food supply chains. John Chambers grew up in West Virginia and went on to run what was once the world’s most valuable company, the computer networking firm Cisco Systems Inc. Now he is trying to help economically lagging West Virginia by making it a “start-up state” akin to Israel, which has been called the start-up nation. I interviewed Chambers recently about his hopes and the magnitude of the challenge. Chambers was born in 1949 while his parents were in medical school at Case Western Reserve University in Cleveland. He grew up mostly in Charleston, W.Va., and earned a bachelor’s degree and a law degree from West Virginia University. Chambers became a salesperson for IBM, then for Wang Laboratories, before joining Cisco in 1990, six years after the company was founded in Silicon Valley.

(AP) — A West Virginia coalition that helps support a network of anti-abortion pregnancy centers in the state is receiving $1 million in taxpayer dollars to distribute to organizations committed to encouraging people not to end their pregnancies. The West Virginia Pregnancy Center Coalition has been selected to manage the new West Virginia Mothers and Babies Support Program, the state department of health and human resources announced this week. Jim Justice earlier this year, officials said the program is intended to help support pregnant women and families following the passage of the state's near-total abortion ban in September 2022. As the West Virginia program's management agency, the West Virginia Pregnancy Center Coalition will be required by law to establish qualification requirements for organizations to receive funding, advertise the program and contract with organizations for services. The West Virginia Pregnancy Center Coalition will need to establish reporting requirements and an auditing procedure.

CHARLESTON, W.Va. (AP) — Five former correctional officers in West Virginia were indicted by a federal grand jury Thursday in connection with the 2022 death of an incarcerated man who was beaten while handcuffed and restrained in an interview room and later a jail cell. The indictments in West Virginia's southern U.S. District Court come weeks after two different West Virginia corrections officers pleaded guilty to a felony conspiracy charge stemming from the fatal beating of the same inmate, 37-year-old Quantez Burks. The case has drawn scrutiny to conditions and deaths at the Southern Regional Jail. Earlier this month, West Virginia agreed to pay $4 million to settle a class-action lawsuit filed by inmates who described conditions at the jail as inhumane. Two other former corrections officers were indicted Thursday on a charge of failing to intervene in the unlawful assault, resulting in Burks' death.

☆ Former Coal Towns Get Money for Clean-Energy Factories

In Weirton, W.Va., in the heart of coal country, a company started by MIT scientists plans to build a plant that will produce a metal and alloy critical for clean energy, fuel cells and cleaner steel. In Vernon, Texas, also a former coal town, a third-generation wind entrepreneur plans to manufacture turbines suitable for remote, rural locations. And in Vandergrift, Pa., and Louisville, Colo., a window maker plans to retrofit aging factories to produce thin, insulated units that help make buildings more energy efficient. They’re all projects getting federal funding designed to help small- and medium-sized manufacturers bring clean-energy jobs to former coal communities, part of a $1 trillion infrastructure package signed by President Biden in 2021. The Energy Department announced the projects on Monday.

Manchin never defended the remark but was criticized by West Virginia Republicans for what his party’s nominee said. By 2022, coal mining employees in West Virginia made up nearly 30% of all coal employees in the country. John Deskins, director of the West Virginia University Bureau of Business and Economic Research, said 75% of West Virginia’s coal jobs were disappearing before coal production dropped because of mechanization. West Virginia Democratic Party Chair Mike Pushkin said Trump never fulfilled his promise. He said the state Democratic Party was branded “anti-jobs and anti-coal” because of environmental policies coming from the national party.

It's a disruption that Johnson — just two weeks into his job running the House — has said he wants to avoid. “We're running up against the clock on Nov. 17, and we're obviously aware of that,” Johnson said this week, referring to the date that government funding expires. Democrats have made it clear they will not support any funding packages that include policy wins for conservatives. Rep. Hakeem Jeffries of New York, who the Democratic leader in the House, said they would not “pay a single, right-wing ransom demand” as part of a funding resolution. Democratic lawmakers are also eager to play up the House Republican divisions and to pin any blame for a shutdown squarely on the new speaker and his GOP colleagues.
